Announcement of Implementation Rules for Compulsory Product Certification of Motor Vehicles and Safety Accessories Issued by CNCA


For comprehensively deep reform and systemic improvement of compulsory product certification system, CNCA has carried out overall adjustment and amending work of implementation rules of compulsory product certification according to relevant laws and regulations as well as experiences from pilot implementation rules. The announcement is hereby to release the contents of completed Implementation Rules of Compulsory Product Certification of Motor Vehicles and Safety Accessories (see Annex 2 to Annex 15, hereafter “New Rules” for short). The New Rules will be effective from Jan 1, 2015 and relevant replaced rules refers to the contrast table of Annex 1.

  Certification bodies should develop Implementation Specifications according to the New Rules and published General Implementation Rules of Compulsory Product Certification; they can carry out certification activities after they submit Implementation Specifications to CNCA before Dec 31, 2014. From the effective date of the New Rules, certification bodies should deal with new certification application with reference to the New Rules. Certificates of car products related to certification mode of non-mass production cars, vehicle modification and change of oil consumption regulation involved in the New Rules , which have been obtained by the effective date of New Rules, can be continually used; however, the products and enterprises listed in the certificates should meet the requirement of the New Rules before Dec 31, 2016 and certificates will be suspended if listed products and enterprises fail to meet the requirement; certificates of the rest vehicles and safety accessories can be continually used and designated certification bodies should adopt natural transitional methods like replacing expiring certificates with new ones, update version of standards and change of products.
 Due to technical development, new products and improvement of certification reference standards, the amendment adjusts the product scope of Implementation Rules in the following aspects:

to add “Sign Board of Vehicle Tail” to the Item “Exterior Lighting and Signal Device of Vehicle”;

to add some passenger cabin, cabin, cabin baggage or the engine compartment trim” to Item “Automotive Interior Parts”

change of standard name, change Vehicle rearview mirror " into “motor vehicle devices for indirect vision” and slight modification of scope with reference to relevant standards

Designated certification bodies should make proper arrangement for implementation and publicity of certification of new products to factories.

New products with modification will have compulsory product certification since Jan 1st 2016, these products without compulsory certification will be forbidden being transferred out of factories without permission, sold, imported or used in other activities.
